When the British were overseeing Palestine in the 1930’s, they arranged for Dr. Chaim Weizmann to control the permits required to enter Palestine legally. Weizmann was criticized for allotting permits to Jewish people under no pressure to leave their countries, while Jewish people with no place to go could not get permits. He was not deterred. He had a reason for his actions. He was giving permits to Zionists. He was not just looking for warm bodies to fill the country. He was looking for people who wanted to build a state. Lewis Strauss was at first a critic of Weizmann but later wrote, “He was founding a state, in which, at the very best, the living would be difficult. He believed that its pioneer settlers, to the extent he could control the issue, should be no less dedicated than he was if the plan was to succeed at all”.
