A few years ago, the City of Newark, New Jersey began selling water from its reservoir to neighboring Jersey City. Jersey City then sold the water to its residents for less money than Newark was charging its residents. This angered the Newark residents. “Why do we have to pay more than Jersey City residents do for water?” they demanded to know. the Newark City Council then met to discuss the situation. The first speaker was a deep-thinking Alderman who offered a possible explanation. “Maybe Jersey City is diluting the water,” he said. (Incidentally, that deep-thinking Alderman was not reelected.)
