A woman’s husband died in 1988. In due course, she so informed the Motor Vehicle Department, the Social Security Agency, and The Internal Revenue Service. She had even notified the local Board of Elections. Nevertheless, prior to the 1992 elections, she received a card addressed to her husband indicating where he was to vote. She returned the card with a note explaining that her husband had departed from this earth four years ago. Days later she received a letter addressed to her husband from the Board of Elections. In it was an Absentee Ballot Application.
